Civil society in Moldova as a response to the challenges of state development

This article examines the evolution and contemporary development of civil society in the Republic of Moldova within the context of democratic transformation, the unresolved Transnistrian conflict, russia’s full-scale invasion of Ukraine, and the country’s European integration process. The relevance of the study lies in the growing role of civil society institutions in promoting democratic governance, strengthening societal resilience, and supporting reform implementation amid contemporary security challenges. The purpose of the article is to provide a comprehensive analysis of the evolution of civil society in the Republic of Moldova by identifying the main stages of its development, assessing the impact of the Transnistrian conflict on the functioning of the civic sector, examining the transformation of civil society organizations following Russia’s full-scale invasion of Ukraine, and substantiating their role in the country’s European integration process. The research employs a combination of general scientific and specialized methods, including historical, systems, structural-functional, comparative legal, analytical, and generalization methods, enabling the identification of the main patterns in the development of civil society throughout the different stages of Moldova’s state-building process. The findings demonstrate that the development of Moldovan civil society has been shaped by political, socio-economic, and security-related factors. The study argues that, despite its negative impact on state-building, the Transnistrian conflict also contributed to the institutional strengthening of civil society organizations, the expansion of international cooperation, and the development of participatory mechanisms for conflict resolution. Furthermore, the study shows that after 24 February 2022, Moldova’s civil society significantly expanded its functions by providing humanitarian assistance to Ukrainian refugees, countering disinformation, supporting public institutions, and contributing expert knowledge to the reform process. The European integration process has further promoted the institutional development of the civic sector, enhanced its professional capacity, expanded cooperation mechanisms with public authorities, and strengthened the role of public oversight. The study concludes that civil society in the Republic of Moldova has evolved from a collection of independent non-governmental organizations into a key component of democratic governance and societal resilience. Its future development will largely depend on the successful implementation of European integration reforms, the improvement of cooperation mechanisms between the state and civil society, the strengthening of the institutional capacity of civil society organizations, and the promotion of greater citizen participation in public policymaking and implementation.
