Digital networks of public participation as a tool for inclusive management decision-making in Ukraine

Abstract

Modern transformations of the public administration system in Ukraine actualize the search for new effective formats of interaction between public authorities, local self-government, and civil society institutions. The article is devoted to a comprehensive analysis of the functioning of digital public participation networks as an effective tool for making administrative decisions in Ukraine at both national and municipal levels. The study examines theoretical and methodological approaches to understanding the essence of digital communication networks and their impact on public policy. The paper integrates leading modern concepts, including digital governance, e-democracy, network governance, participatory governance, and digital citizenship. The evolution of domestic digital democracy from basic information resources to a comprehensive ecosystem of electronic participation is analyzed. Special attention is paid to the practical analysis of modern digital citizen engagement tools, such as e-petitions, participatory budgeting, public electronic consultations, the nationwide platform "VzayemoDiya", the "Diia" mobile application, and open data systems. The role of non-governmental organizations and active citizens in forming bilateral communication channels between the government and society is researched. Based on an analysis of domestic experience, the key advantages and systemic disadvantages of implementing network tools have been systematized. The pressing problems of the digital divide, cybersecurity under martial law, representation of participation among various social groups, and the lack of trust in digital platforms are outlined. Strategic prospects for the development of digital participation in the context of European integration and the post-war reconstruction of Ukraine are formulated.
